Would it be possible to release an ARM64 build of gtirb-rewriting on PyPI?

We do not build the GTIRB tooling for an ARM64 host and do not have any immediate plans to do so. It is possible to rewrite ARM-64 binaries from an x86 host, but I don't think that's what you mean here.
