Motivation

@str4d brought this topic during Zcashd Deprecation collaboration meeting of Thursday May 8th

• One single changelog for zebrad

Specifications

• No changelog for individual library crates
• Library consumers need to know breaking changes within individual crates
• At a minimum the PRs included
• Want to do this in future in a way that is not too much work for the team
  • Currently, we don’t do individual crate release, we release everything at the same time
  • Might need to do this in future
