mpsl: Make CONFIG_MPSL_HFCLK_LATENCY on 54H unavailable

The HFXO startup time is configured in bicr and is
therefore not available in device tree or Kconfig
on this platform.

Going forward we could consider deprecating it completely
and only rely on the device tree entries.
