nrf_security: Add SSF_SERVER_PSA_CRYPTO_SERVICE_ENABLED config

Define SSF_SERVER_PSA_CRYPTO_SERVICE_ENABLED config option to satisfy
linter requirements. This symbol is referenced in nrf_security CMake
code but is configured out-of-tree, so we define it here to ensure it
is always available.
