In the pipeline view, dropping Freight onto a Stage that doesn't request Freight from that Freight's Warehouse does nothing - no promotion, no error, no visual change. Users can't tell whether the drop failed or was ignored.

Ineligible Stages also show no drop affordance while dragging over them, so it's unclear which Stages can accept the Freight.
