Fractal/Guilds refactor phase 2

Phase 2

• Fix guilds action authorization strategy (Guilds service authorization strategy #1901)
• Add comments to all plugin functions
• Add statistics to FractalMember table:
  • e.g. total earned
• Review emitted events
• Adopt the new name algo and use subaccounts for roles
  • guilds::set_role_map should require the authority of the specified role
• Update FractalGen with the outcome of the metadata alignment meeting
• Rename default fractal roles
• Authority updates - Enforce: A role can give its own power away, but not take others'.
  • exile_member -> Moderation
  • set_r_occ -> The role required is the role whose occupation is being changed
  • Eliminate "Rules" role being able to authorize the fractal account directly
• Support dynamically adding roles

Phase 3+

• Consider how candidacy may be able to be controlled by fractals service so a particular member is only valid to be a direct authorizer on one role.

• Consider whether call_as should be allowed with no auth service checkAuthSys from privileged services. This would allow FractalGen to be installed post-boot.

• Add payment processor support
