Brain-storming for improving the bindings

• Consider letting bindgen generate nicer forward compatible enums using num_enum
• parse the api-level from the doxygen via the callbacks API and a feature flag on the item. This would require patching bindgen, since currently the callbacks API for docs is "doc in -> doc out" and doesn't allow modifying other parts of the bindings.
