Loadable stuck in the "loading" state

Bug Description

So, from what I can tell, there's inconsistent behavior in v2.18 where a loadable gets stuck in the loading state. Probably it's related to this discussion.

Conditions that reproduce the bug:

1. Jotai v2.18
2. A loadable atom and its underlying async atom are both used from one derived atom
3. Inside the async atom, a dependency is read only after an await on Promise.resolve()
