[BUG]: When deploy fails because the file isn't available, ask the user to do a robotpy sync

### Problem description

Right now, if you haven't done a robotpy sync you get a strange set of errors.  What should happen is that it should tell the user that they need to do a robotpy sync when connected to the internet.
