Upgrade kotlin to 2.3.21 or higher

The latest release okio-3.7.0 is using kotlin dependency which needs to be upgraded to 2.3.21 or higher as current version 2.1.x is out of support

We update dependencies at regular intervals when appropriate. There's nothing wrong to us using an old version. You can rely on Kotlin's forward compatibility guarantees to declare a newer version yourself for now.

You can follow #1767 for the next version bump.

We are relying on Apache pulsar which is transitively bringing kotlin 2.1.21 via okhttp-5.3.2 and okio-3.17.0 which is updated in pulsar a week back.

Since kotlin security support for 2.1 ended last year itself(https://endoflife.date/kotlin) we expect it to be updated to latest 2.3.x

Any update by when this change #1767 will be released with new version of okio?

Since you have mentioned we can explicitly declare a newer version ourselves for now, you observed any impacts or performance issues with kotlin 2.3.x?
