What is the context of this PR?
This PR updates the DS to the latest version (73.8.0). I have raised this because with Census potentially starting by taking a copy of this version of runner to take forward into Census we will need it to be updated to the latest DS version. I have reviewed the release notes between this release and the current one being used in runner and there seems to be no breaking changes that affect runner.
