The com.mxalbert.gradle:jacoco-android plugin crashes when trying to create test reports for variants that don't exist in AGP 9.2.1. This adds dummy testReleaseUnitTest tasks to library modules as a workaround.

This PR updates Kotlin to 2.4.0 and Android Maps Utils to 4.5.0, and migrates the build to use Android Gradle Plugin 9.2.1 and Gradle 9.4.1 with built-in Kotlin support.
