ci: add compile workflow

Summary

• add a lightweight GitHub Actions workflow for TxAgent pull requests and pushes to main
• compile source files on Python 3.10 and 3.11
• run pytest discovery if a tests directory is added later

Validation

• python -m compileall src run_example.py run_txagent_app.py
• git diff --check
