app: network: add shell commands for network control - #18

Add `network_shell.c` with shell commands to connect and disconnect the network by publishing to `network_chan` via zbus. Registered under the `network` shell command group. Signed-off-by: Simen S. Røstad <simen.rostad@nordicsemi.no>
